Cyberpunk2_a is arguably the most "cyberpunky" of the maps on this list. This map was uploaded to the Steam Workshop by SENKAKU as a port from the original author Axel Shokk on Gamebanana.
This map is right out of the pre-Steam Workshop era, soundtrack and all. If you're looking for some old fashioned GMod Nostalgia, this will give you a healthy dose of it.

TTT_Cyberpunk is the definitive most popular GMod Cyberpunk map of all time as of 2023. The map was uploaded to the Steam Workshop by a user named Ben in 2015. This map is most notable for it's distinct mix of futuristic themes combined with the base models of Half Life. If you haven't played a match of Trouble in Terrorist Town on this map, you should definitely give it a try.

Map #3: rp_sheep_v3
rp_sheep_v3 is a map that thinks big. This map was uploaded to the Steam Workshop by Desertedcake as a roleplay map for a Cyberpunk RP. As the first roleplay map on this list, it's described as "a medium sized map ideal for 30+ players"
Out of all the maps on this list, this was the most eye catching out of them all. When you load up this map, you'll forget that you're even playing GMod.
Map #4: Neonpolis Circut V1
Neonpolis Circuit V1 is a Sandbox Map. This map was uploaded by Nerd Koopa to the Steam Workshop in 2020 as a racetrack map. Originally inspired by games like Wipeout and F-Zero, the maps creator went for a neon futuristic look.
This is a map that is for anyone and everyone that likes to make crazy Sandbox builds. If you are someone that likes to build crazy contraptions, this neon paradise is your map.
